Hi Andrew,
You may want to consider Plone, an open source content management
system. We have used it successful in a number of projects both as a
CMS for managing website content, as well as for managing documents in
an intranet.
Plone is very easy for non-technical people to use and has all of the
features that you mentioned: Version Control, Workflow and Access
Control, Company Resource Booker (Meeting Rooms, Projectors), Online
Forms, Document/Image Management, Surveys, Reporting, etc.
And it's very easy to set up subsites, one for each department. We
have done this on one of our customer projects - VoiceSignal Inc.'s
intranet.
Plone is being used by such companies as Nokia, Motorola, eBay, HP,
Disney, NASA, JP Morgan and countless other companies and
organizations.
