It's absolutely impossible for us to say without being able to see the
software and the architecture of it.

'Template' can have very different meanings from CMS to CMS.

Our home built CMS doesn't use templates at all in any sort of
user-editable sense. That was a concious decision as we wanted to mainly
focus on content management, and left the 'design management' to the IT
folks. Perhaps your CMS was built with the same idea.
