In my opinion the main value for the Aplaws project was to create a standard
categorisation schema for the local government content in the UK. At the
moment they are working towards describing a standard schema for the local
government service delivery (LGCL - Local Government Category List), but
this is now under Laws project.
What becomes to the "open source" software shipping with the Aplaws project.
The Aplaws CMS is a local government port from the Redhat CMS (in my
understanding just a Redhat CMS plus ready made content structure according
to te Aplaws categories). I have tried to install the system, however there
is no install manual anywhere for the Aplaws CMS (just for the Redhat CMS)
and it requires Oracle database on the back end, so I think only the
companies listed at http://www.aplaws.org.uk/plus/pages/suppliers/ are
currently able to install the software:( I have also heard that Redhat is
currently working on new version, which should be available in Feb-March
time and include Postgres support as well as proper installation guide -
hopefully this will allow other people to install the product as well, not
only the companies listed at the supplier page.
I have also tried to contact the project regarding implementation of LGCL on
other content management platforms, since the most local government
organisation will probably never use Aplaws as CMS but would still like to
comply with the categories. However have not got any response so far...
