We have used SVG (http://cocoon.apache.org/2.1/features.html#Transform+your+XML+based+on+standards) at a client for the same problem (we used image maps for the different links in the HTML)
The difficult problem was not the technique, but how the orgchart could change. F.E. how to fit a lot of people who want to be on the same level and not be positioned under another guy in the same org chart. And make this all fit a 800 X 600 screen.

Interesting question - I can't think of anything that does this
offhand, but it shouldn't be too tricky.
The right way to do this is probably to put together an XML for your
orgchart data and use XSL or the like to construct an SVG on the fly.
