Darrel,
Sorry, we have not yet put up any rules. You would think everyone would
know!
I recently sent a proposed Netiquette FAQ to Phil Suh for use when he
gets the big list back on the air.
I will try to incorporte it into this list too.
Criticisms invited...

Suggested Netiquette FAQ for cms-list
The first rule is trim your posts. Do not simply reply with the full
original message or message thread. Edit the original message to show
the part you are replying to.
There are two reasons for this.
First, it greatly reduces the bandwidth requirements on the list server,
speeds up delivery of messages, and keeps costs low for our list moms.
The second reason is that threading of messages in the archives will
keep all the information. Users can reconstruct the flow of the
discussion, without wading through repeated material.
If you want to start a new discussion thread, do not simply hit reply
and then change the subject line. Instead start a completely new post.
Otherwise your new material gets buried in the old thread (very confusing).
When should you mention your own CMS? It is best to keep plugs for your
CMS to replies sent off-list. Some posters mention multiple CMS that
might fill the user's needs, including their own. This is clearly
better, but we need a way to tell the users to go search for CMS that
fit their criteria, so that all CMS get fair consideration.
How then do you market your CMS, if you are a vendor or open-source
developer community? We have started a forum on this topic at
http://www.cms-forum.org. If we can arrive at some conclusions, we can
include them in a revised version of this FAQ.
Should a link to a Netiquette FAQ be added to the footer in every
message (next to the "trim your posts" alert)?
