a little bit different is the approach of Benchpark (http://www.benchpark.com). The actually only in German available directory gives the user the chance to vote for their CMS, positive or negative, in different categories. As full user (as you are after voting for a vendor) you can have a listing by score.

All votes are checked by an editor, so that only entries of real users with real projects are added. Every vote is 100% anonymous. After checking the entry, nobody (not even the editors) can see, who made it.

And I believe: It will soon be available in English, too.
